  • Keep existing rebate system, but
  • Distribute rebates quarterly rather than monthly

  1. Chapters with regular bills may need monthly payments. There are monthly bills. As mentioned, disruption in rebates caused huge problems for many states. Having a threshold of $25 check is reasonable. Now, it is possible chapters could opt in to monthly or quarterly.

  2. This is a general comment about rebates and membership dues. So I could repeat it on all of these proposals, but I chose to put it on this proposal since this is the one proposal that most closely fits with what I would like to see.

    Membership dues belong to the membership. That means that when someone pays their membership dues, they become a member of National, their state, and if available, their local chapter. The monies collected for membership thus follows the members down to the grassroots level. That means that the dues belong to ALL LEVELS of the organization, even if National handles the majority of the processing.

    Rebates for new members and for renewing members MUST be shared with all levels of the organization, IMHO so that activism can occur at all levels.

  3. Rebates are such an issue with our chapters. As is: when National decides a person is associated with a chapter for rebate calculation. LOTS of irritation there.
    It is an area of easy contention (angst) in our chapter leadership. It TAKES AWAY from our CHAPTER ACTIVISM. What if we did a minimum of $50/ 100 and a year end clearing. Checks sent in January. and no holding for 90 days nonsense. If we need to find a way to transition so National NOW’s cash flow is not highly impacted – okay – put together a transition proposal.

    Florida Lake NOW — why do I need to be a chapter member….. At-Large – is that a chapter… Your website field is that supposed to be a chapter field?

  5. Distributing rebates quarterly is ok as long is there is a “lead time” for chapters to adjust their budgets. Rather than quarterly, perhaps something like when the rebate totals more than $100 or $150 (it is currently $25, though our Bylaws are totally silent on this) then it is distributed, but not less than 2x/year. Many state chapters are almost 100% dependent on rebates, and their amounts are typically larger than local chapters; it might be difficult for many state chapters to only receive rebates quarterly.

    • I agree with Nancy here on this re: quarterly payments. Smaller chapters with smaller budgets and smaller rebates can deal with a quarterly payment schedule, but larger chapters, including state chapters need that regular influx of funds in order to function properly. Here in PA, when the rebates were steopped for many months, we had serious problems – including non-payment of payroll. Keep the payments monthly when the rebates meet the $25 threshold. All other chapters could receive their rebates on a quarterly basis. But this must be monitored so that chapters near the threshold get the monthly as well as the quarterly rebate based on what is happening with their membership over time.
